They look good ! That light will work ok for veg I would get HPS/Mh for flowering! they will help your yield tremendously!

The light could stand to be closer to the plants. 13 watts isn't even going to get them through veg.

Yeah that LED doesn't look right to me. I'd go with a nice 135w mixed spectrum UFO light. I have a 90w that I love.

Yes I have only been watering with Rain water....am not feeding it yet...the other two plants are looking fine....so it is only this plant affected

They all the same strain?
Well went up read it there different so what kind of soil. Every strain acts different .

Well that compost might be a little hot for that seedling. Is it getting worse?
All the seeds came out of the same bag ?
