Depends on how you have the floro's set up. Saying that they are correctly set up the floro's would be better.

i have 3 300 watt equivalents i think they are 65 watts along with a 4' fixture with two bulbs in it and a osculating fan.
edit- it only took 20 mins for the seedling who were outside on a cool overcast day to appear more vigorous under the floros. i guess the clouds really block those lumens.

Well some light get's through, but obviously it's not as intense as full sun. Hence not having to worry about getting a sunburn if it's over cast. And plants use more than just uv light.

Are you a ginger?
Regardless, they don't grow as well with it being overcast. The reason being, clouds do block a lot of light that plants like.
