While its on it dims in and out? Not all the time but every few minutes. Dims like some other appliance is trying to kick on.
Is this normal?

If your house is wired on small circuits and you have other appliances on that circuit, it can dim out like that or blow the fuse. But this is just a guess. I have lived in houses where one appliance turning on will draw the power and dim the lights like you described. but it could be your ballast too
Stick around and wait for some more opinions

Its definitely not another appliance.
Its a digital ballast.
Has an one else experienced this? Should I try a different circuit? Could it be my timer? / surge protector?
EDIT: oh and hell yeah.

I would pick up one of those $20 kill-a-watts electricity monitors and test the voltage and amperage of everything on that circuit. Change to a different circuit or switch up your equipment like you said and see if the problem is still there. If everything seems ok I would return the bulb/ballast. If you have problems with the next one I would call an electrician.
I don't think there is much else we could recommend.

How can you be sure its not an appliance? It could be a refrigerator or something you may not be thinking of.
I doubt its the ballast but it 'could' be, how old is the bulb, it could be on its way out.

For sure not another appliance. I am very familiar with the breaker zones in this house, part of the reason this room was chosen.
Brand new ballast/bulb.
I don't know what it was, but it stopped after the third day it was running. (On an 18/6 schedule)
Runs fine now. Maybe its first days of life, resemble its last. Like us!
