High everyone! This is my first attempt at posting and growing. Talk about a virgin!! My frist question; I am legally allowed to grow 12 plants. How much space do I need for this. Also I have to go with T8 fluorescent fixtures (every thing else is just to expensive for me). I was thinking about lights over plants and from the sides. Is this a good idea? Also the cheapest place to buy fixtures and bulbs?

Secondly, welcome to the growery!
Third it would be good to have the lights above and to the side of the grow space, and you'll have better luck with T5's if you can get them.
We need more information to help you with your grow space, like:
how many plants can you have in flower at any given time?
are you going hydro, soil, or other?
is this for personal use/headstash?

Also you need to think about what type of plants you will grow as well. SoG style however can work in tight space with flo lights with a good design that allows you to maximize canopy space within inches of the lights. 12 plants is a little excessive for what your attempting to do space wise and with flos, but you can certainly start 12 from seed and after duds and killing males, get it down to 6 or 8 to LST or SoG under the flos making a good canopy grow.
You will need to buy two different flo lights, you should be aware, one type for vegging and one for flowering. You will need timers for the lights as well. You also need to read and research on this site and other sites for more knowledge about growing, half-assing it will lead to frustration and failure in the long run, not to mention, crap smoke.

I understand that HID systems do take a little bit of money for initial start up. But from my experience you will end up with a much better product as well as a higher yield, which will more thank make up for the price of the system.
You could even start off small and work your way up. Get a smaller system like a 400 watt HPS and grow fewer plants. Take the proceeds from that grow and reinvest into your system to get more/bigger lights. Repeat process.
I feel you will be happier with the outcome of this.

Ok, since we've been nitpicking you to death I'm gonna do my best to directly answer the questions as you stated them.
Plants grown to full size are usually in 5 gallon buckets (if you're using soil). So picture 3 rows of 4, 5 gal. buckets and you'll have an idea of the space needed. I'll provide more info when you come back to this thread.
If you haven't already purchased t8's, go with t5 fixtures...you'll get more output for about the same cost.
Top and side lighting is a great idea if you have to go with fluoro's, and I've seen some great fluorescent grows that way.
As far as cheap? Check HTG Supply or our email our sponsor RVF Garden Supply and see if they'll give you a Growery member discount.
