Pure blend pro is a good nute line for noobs. You would start feeding about 3-4 weeks after putting your seedling in the soil as the soil has nutes in it already. You can feed every 3rd watering.

Don't forget to get a pH pen you'll need it.

What will I be using the ph pen for? I'm assuming its to measure the ph in the nutes but how would I measure it exactly?

Yes you will probably need to use pH up/down once you start using nutes.

Yes you do need a certain ph balance for optimal growth. Also you'll run into less issues. No nutes usually don't.. Foxfarm soil does though. Plus you have to take into conderation the pH of your water source. You can get a good Hanna pH pen for 40 dollars on eBay.

so after I add the nutes to my water is when I wanna measure the ph and decide if I need ph up or down? also so the ph level I'm aiming for is somewhere between 6.3-6.8?

so with the ph up and down what if I were to add too much of one, could I use the other to balance the ph out or would that be a problem, also how often am I going to want to water my outdoor plants?

Yes you can use pH up or down to to get to the proper pH level if you added too much up or down. And you could water every 2-3 days. But that depends on how your weather is. When it hits summer I find myself watering every 2 days. But you want to avoid any wilting.

I also suggest buying a syringe for easy application.

Its easier to suck up nutes with a syringe. And no unless your water is really hard.

also I read something about your plants needing nitrogen, would the nutes cover that?

Yes there are nutes for veg and flower. And yeah the nitrogen will be in the nutes.
