Should I start my plant indoors if I'm starting with a seed?

I would. Then put it outdoors when its about s month old. But don't forget to harden it off before you plant it outside.

Hardening off is putting the plant in direct sunlight for 1 hour then In filtered light for the rest of the day. You would increase how long its in direct sunlight by 1hour each day for a week or so. If you don't do this the sun will likely toast your plants.

As much as they need. When I had a 5 foot Thai plant i was giving it 3-4 gallons every other day.

how will I know how much they need? just look at the dirt around the plant?

If I'm not mistaken the rule of thumb is one gallon per foot. So if its 2 ft tall give it 2 gallons of water. But as long as there is no wilting then you're watering fine.
