Yeah sorry total newbie. CFL? And like I said first time growing. I'd like to hope for a couple of oz out of 4 plants. And I want to grow very healthy nice rooted plants with plenty of potting space for growing large plants. And contine to harvest.

Huh? CFL means compact florescent.
It's sounding like you've done little to no research into this man.

I swear I've done my homework teacher! Haha I read 2 books on cultivation and a couple online guides. I'm preety sure I have a CFL like. I know its fluorescent. And its a small tubeular bulb. Just trying not to mess things up is all.

The amount of watts is what you're looking for.
And not "equivalent to " watts.
So my bulb is 27watt... To me it seems to be working. But what watt should be better?

Yeah, no. A couple books and articles is not enough at all. Sorry
CFLs are the small spiral bulbs that screw into a regular socket.
The long tubes are Flourecents
I tried going by books when I started as well, but I only got real answers once I started reading the main site here. Very brief, and if you have specific questions you can ask other growers. This shit is the shit yo.
Go to section after section. Start with lighting. It'll be a good read cause its packed with info, info that books either don't have, or take 20 pages to convene.

Yeah, 27 watts is nothing. What books have you read? If you have read anything decent, you would already know that amount of light wouldn't be adequate.

Hey, Hawk, not to diss the OP, but "reading" and "learning" aren't necessarily correlated. Maybe OP is trying to read and learn while stoned? I know, for me, this doesn't work.
Just read 10 pages ... "WTF did I just read????"

Well I have a fan keeping things cool. My guess is those 600watt bulbs get hot huh? Right now the room in the basement is at 80F and the range is from 72-85F. So if heat becomes a problem any recommendations on how to keep the room cool.

Well are you using an air cooled hood to help keep temps down? are you going to have an ac just in case your temps are getting too high? how much space are you growing in?
You should do some dry runs to before you start everything to make sure things all the parameters stay in check

Yeah I have a really nice AC portable machine. It can pump out air as cool as 50-60F but ya I wish I had this stuff set up prior to my seedlings but since that's not how it turned out I gotta get this stuff right. I have very limited seeds and don't wanna screw up my sprouts now that their here
Also I take some pictures of my set up so we can all be on the same page haha
