It's that since they each emit a single wavelength, in this case the ones most absorbed by chlorophyll (red & blue), even a single watt of pure red light by LED would require a multiple watt lamp to irradiate the same 'red' quantity of light, because they also emit green, yellow, UV and IR light.

I know 3w pieces would have had a deeper penetration than 1w ones, though I hear that based on current LED technology, they're less efficient watt-wise than 1w ones, like they emit less light than 3x 1w and more heat, though they cost less on a watt basis.
