The short answer is anytime.

depending on genetics, space, your plans, ect

You dont want to let a thick stemmed plant like northern lights get all thick and tough as an adult, and attempt to jam it down 90 degrees without snapping it. its also less branchy so youd wana start that one young.

Conversely, you could grab certain viney structured sativas as adults, tie the head down simply, and watch every branch turn directly upwards like its own little plant. ( A plant that bends that easily typically grows a lot in flowering so thats another factor)
 

You can definitely get a big harvest off even a single plant with this method.
I did it to an adult blueberry right on day one flowering and it really banged out a yield. held up its own weight too which is a factor if youre not doing a screen.
  You could start young and get a real beast going
