You need to go to a hydro store and get some nutrients man.

What would be your recommendation on what to get?
What do you mean by do I know how? Im just learning but maybe you could gimme some tips? What does it look like its lacking?

I'd have to break out my book too see what's causing the discoloration in the new growth.
There's a lot of options out there for nutrients. Fox Farms is a good place to start.
To get your plant to flower you have to change the light cycle.

Like I said, you need a micro nute.
They don't some separately or anything. Go down to the grow store and get Fox Farms 3 part nutrient system. Grow Big, Big Bloom, and Tiger Bloom. Big Bloom has the trace elements.
Start of with small amounts so you don't burn em. An 1/8th of the recommended for the grow, half strength for the Big Bloom, which isn't actually a flowering formula.
Yes 12/12 is what starts flowering.
I recommend you do some more research as well since it seems all this info is new to you.
Jorge Cervantes has a good book called Indoor Marijuana Horticulture.

watch this and the second half of the video to get a glimpse of the entire process, step by tedious step, to give you a sense of what you have and what you are missing.

Nitrogen.
Fox Farm solubles. beastie bloom, etc etc. $96 for all three. You NEED them.

Its just a random seed I picked out of the bag of 200 + random seeds Ive got over the years, they all grow completely different I might be able to tell you when it starts to flower properly
