are the philips plant lights garbage, its only 75w, but i have it over some babies and it doesn't seem to be enough even for them. 10$ light=bullshit

Yea i was thinking so to. I had a Mercury vapor but the damn thing blew on me 
im thinking more like 1500+ lumens, i just figured 700 would be suitable for some babies but guess not
