Unfortunately, moderators cannot upload smileys.
They are added solely at an admin's discretion.
I'll point geo, Thor, or Ythan to this thread and they will upload the smiley submissions!

Just a quick update for you guys..
I've got the ball rolling, kinda..
As soon as Ythan can make sure that the functionality is enabled, we moderators will be able to add and edit the smiley panel themselves.
