Seems a little soon... Also, would you need a 4k tv? If so, their sales wont be shit. The general public do not have or will not spend that much on a 4k tv.

The new PS4 isn't going to be a requirement. Developers are not going to make a game the new PS4 can play that the old one can't. It's more a matter of providing additional power for the virtual reality shit they are dropping later this year. And if my hunch is correct, I bet it'll drop the optical drive (aka you're gonna have to buy everything digitally from PSN on it).
It'll have other improvements, maybe quicker loading times, maybe a more steady FPS if you're a nerd and really care about that shit.
But in the end, your regular PS4 is gonna do everything the "new" one does. Maybe just a little slower. I wouldn't worry about upgrading unless you plan on getting the VR thing they're doing. If it has an optical drive still (which will surprise me) I might upgrade, simply because the wifi in my PS4 is a little wonky and drops connection on me at random. But we'll see. If they can match the price of the ones they're selling now with these sales I'd probably be in for an upgrade at some point.

Definitely going to buy this as soon as they hit craigslist and used electronics stores.
Although I play on my PC, which kicks my ps4's ass (4k @ 80+fps 3xTitan GTX) vs 1080p60fps.
