I just read it somewhere and I actually have a sack of kelp this time around among a bunch of other organic goodies. Probably gonna use for a foliar feed like I'm supposed to.

You don't want to soak cannabis seeds in water until they crack.  You run a high risk of root rot when you do that. 

Soaking seeds in water should be done for no longer than 24 hours and in the refrigerator.  The point of soaking cannabis seeds in cold water is to simulate winter which causes the husk of the cannabis seed to crack more readily.

I soak my cannabis seeds for 24 hours in a shot glass of distilled or reverse osmosised water in the fridge then take em' to the papertowel method until germination occurs.  From there I transplant the sproutlings into my growing medium of choice.

I do my ginseng seeds kinda like that.

Like a freeze thaw freeze thaw kinda thing.

There's a word for it.

I think they call it stratifying??

Good point; I would expect a crack within 24 hours. Simply probing, have you experienced root rot using the soaking method?  Or known firsthand those who have?

Stratification does involve chilling cycles, yes.  And while I agree some "winter" simulation is a technique, I think of soaking as simply permeating the hull with moisture to trigger the quickening of germination. Scarification is also used I hear, lightly sanding a portion of the hull to let moisture through, which mimics natural, harsh conditions.

All this is good and well....but if you aren't having issues with germination, this isn't necessary.

Here is the method I use:

A refinement of the paper towel method.
Under my magnifier, paper towels have a lot of loose fibers that potentially could intertwine with roots.
Coffee filters are much smoother material and last for months without breaking down, useful for long and extra long germinating seeds.
