The same time as it is 12/12 everywhere else; it's called the equinox 
Lucky for you, "12/12" is an indoor grower's concept...it isn't applicable for outdoor growing. For instance, plants start to flower here around late july, early august. There's a little under 14 hours of light a day at that time

The spring equinox follows the same principles...and is just as unimportant!
I was just trying to illustrate that; A) 12/12 happens at the equinox and B) The equinox(es), and "12/12" concept are totally irrelevant for outdoor growers.
The longest day of the year is the summer solstice. That'll be the 21st of June (From Texas to Alaska ). In the weeks following that date, the plants will begin to sense the day length shortening, and gradually shift into flowering. This will occur (with 90%+ of strains, in the lower US) sometime around late july to mid august.
So all an outdoor grower needs to worry about is finding a strain that flowers early enough and fast enough to finish in your area. First frost date is really the most important determining factor.
Now it wouldn't be very convenient, efficient or effective to shave a few days off your indoor flowering room lights-on-time every day to induce flowering. Indoor growers therefore switch from 18/6 or whatever to 12/12 to "snap" the plants into flowering.
He doesn't 'need the other one'. He needs to understand that the idea of "12/12" is an indoor growing technique and not ever something that ever needs to be considered by an outdoor grower ever.
