i made 4 cups of tincture and i want to evap it down to a more concentrated tincture is it a good idea??

It might be able to be reduced, not real sure though man. I doubt it will just evaporate on it's own very easily.

You obviously don't cook 
It's heating up a substance to either a simmer or just below a simmer to reduce the amount of water in it and concentrate the flavor. Same method can be used for most liquids.
I would do a google on reducing vegetable glycerin though. I feel like because of it's nature it may need special care to reduce it.
