 Quick light question

I have 2 of these long 4'ish tube lights and just wanted to confirm that these are the ones I can use successfully. Not the one that's actually giving off light in the picture but the long one with the 2 tube bulbs. Also, how many plants do you think two of those could handle?

They'll work ok for Veg, and would produce SOMETHING for flowering, but nothing of much use in all honesty.

How much is your budget, grow size, # of plants, quantity you want per harvest? stuff like that will help people figure what would work for you.
