so if im trying to do the sea of green method then how long do i let my plants veggy before i go flowering?

it debends on how big you want your plants they grow 2x 3x there size when start flowering so its up to u

See i thought my plants didnt even start veggy yet im a outdoor door grower turning indoors for certain reasons and i think they been in veggy for almmost 3 weeks some of my plants like 6 inches almost so i heard wait till there 9-10 inches? i want a good yield so suggestions?

What's the size of your space? What kind of lighting? There's a lot to this type of thing.

just my thoughts, but 20 plants under a 400watt HID i'm guessing your space isn't that big.
so you'd probably want to flower when they were quite small.

i'd say you could flower at about 8-10 inches and be in pretty good shape
but without much info, it's hard to give you an honest answer.
