Cheapest place to buy a Co2 tank?

I want to run Co2 since it helps increase yields, but have no idea where to buy a tank.

Where/who has the best price? Online? In town?

I assume used is ok as long as the seals are good?

How much does a tank usually cost to fill?

How do I determine what size tank I need?

You can rent them for cheap but I prefer owning. Also get large ones it prevents you from filling all the time. I have 4 in rotation, going to need 4 more.
