Meaning there's such a lack of enforcement that for all practical purposes marijuana is "legal."

portugal...yeah and no.
There's no big problem if you are smoking, but you can get 2x the time of jail for growing, then beating the fuck out of ur wife.Wich leads to a large demand from morroco's goods, and open the doors for criminals.
Thats quite stupid for a country with some of the best climates in europe.

Holland may have its coffee shops and Portugal may of decriminalized drugs altogether, but Spain is definitely the most lenient country when it comes to cannabis.
you can legally consume weed on your own property, and grow a number of plants for personal use. they also have clubs where members share their stash with each other,its such a awesome country.
and away from the tourist areas, there are people growing tree sized plants on their balcony's without any fuss from the authorities.
they are miles ahead of any country when it comes to civil liberties.

The guys I scored hash off of in Portugal told me they would take me
to the police station if the police caught me with it. They said they would
try to find out who I bought it from. 
They didn't say anything about a drug class

Certain towns in California you can easily walk down the street smoking a bowl/joint/blunt with out any hassle . Many communities have put cannabis on the lowest priority. And as of the new year, possessing an ounce or less is a mere $100 ticket, (infraction) not even a misdemeanor....
Every time I've so happened to bump into the man (for one reason or another) while me and/or my friends have been smoking or had bud & paraphernalia on us, they just have us dump out the bud....They even hand my friends back their pipes and stash jars 
But as trippystoner pointed out, Spain/Portugal area really does seem like it's the place to be.
