I'm not sure if this is correct.. I've read many things about what they "could be" and attitude has told people some things.

What I don't understand about what you wrote is that...
Say you breed the plants you breed with... How do you know these seeds aren't as good genetically as the other ones that probably came off the same plant?
Which makes me think they might be old stock, or just smaller seeds, or just came out of the breeders packs, or just have a lower germ rate, which I don't see how they know that either.

Well if the breeder is doing his job he flowers a batch of his seeds to see what the different phenos do before he sells them.
