Every cop has a rfid chip impeded within them. All you need is a rfid reader strong enough to make a map of the surrounding area in the same way radar works.

Yesterday my local PD was on the lookout for a black guy in a spongebob outfit flashing people at the beach.

I have two scanners running all day when I'm working. I've heard it all.
The real good shit is never broadcast over the radios though. That's why it used to be cool as fuck to be able to listen to cell phones along with the regular scanner bands. The analogue to digital change ruined that though.

I get overloaded listening to larger cities. One of the few things I like about living in a rural area. A lot of what I hear often relates to people I know.
I keep my closest larger towns of Raleigh and Durham blocked usually.

It's all related to what I do for a living.
Good luck with deciphering the ten codes without some experience and familiarity though. They vary from dept to dept.

Luckily I used to work in campus enforcement so I am pretty familiar with the codes
There are a couple I have to look up every now and then. But I like how that site lists them

ive noticed my feed is about 15 minutes delayed. how accurate are yours?

That seems odd. I never noticed. I've got a scanner right beside me though. I'll turn it on and compare.
That is if there is anything to compare before I forget. Having one on all the time at work I have a tendency to tune them out and not hear them often unless a certain name or place catches my short attention span. I'm in the boonies too and it's 2:40am here.

I'm getting a delay of a little under a minute which I assume is just from the process of uploading/downloading.
Your 15 minutes has to be purposely done for some reason. Could be a localized legal issue. 
BTW. How did you notice the delay if you don't have a scanner?
