Okay so there's this apartment here from the outside. The apartment is the top one. but as you can see it's right next to other apartments. 2 windows per apartment.

Did you really just take pictures of the outside of the building that you plan to grow dope in? Then you posted them on the internet, along with the pictures of the inside? C'mon dude, use your melon.

no it's SIMILAR building. more than 30 miles away actually.

If your just growing for personal use, you may not even need that space.
Here's my closet 
I think if your in an apartment and you got windows really close to other apartments, the best thing to do would be to pick a closet or buy one and set your stuff up there. Only because it's much easier to regulate climate in a small space and the smell is easier to manage. I've seen a lot of people using grow tents which look very nifty. A couple of the stores in my area carry these tents called HomeBox which are specifically designed to be used as plant cultivation tents. They're a bit pricey, but I'm sure if you wanted you could find an alternative online for much cheaper.
