I think one of the reason why it hasn't been legal yet is due to LEO not being able to determine how high you are when driving.
Once they get a reliable quick way to tell how high you are, it might speed things up.

That's backwards-
the reason it can't be sold is that it is taxed, but the tax hasn't been paid. (Because it's like $1,000 a gram). Do a search on Marijuana Tax Stamps to see some pics and history.
