If someone gave it to me I'd probably try it out on seedlings. What kind of scope are you going for? How many plants? Do you have a designated space set up, what do ya have goin on?

I have a designated spot, I was gonna try to put 4 seedlings under the light until early/mid veg and then transplant them outside, but im wondering if this thing would even have enough power to get 4 seedlings to a healthy early/mid veg stage, I planned on having the light hang roughly 24" above the seedlings based on what ive researched, but im fairly new to leds, ive done a decent amount of research but any tips you have would be greatly appreciated.

Was also thinking about getting a 27x27x64 groe tent, but im not sure if this like would be overpowering for a tent of that size, and if not, how many plants would I be able to comfortably grow in there?

I wouldn't waste your money on outdated tech. The best bang for your buck is DIY with strips or quantum boards. I'd check out HLG, Invisible Sun, or High Lights Australia depending on where you're located.
For a 2x2 tent you could fit 4 plants in 1 gallon containers. That should get you through early veg. You want 40w/sqft for flowering, and about half that for veg with quality LEDs.
If I were you, I'd go with a slightly larger tent, like a 2x4, and set it up for an indoor grow after you get your plants outside.

I would avoid blurple lights in general, that light included. If you must buy from amazon, your best options are HLG quantum boards, Spider Farmer or the Mars Hydro TS series.

They're usually lower quality, less efficient lights that generate more heat than the others I mentioned, and the spectrum is less than ideal.
Currently the trend seems to be predominantly white LEDs with supplemental deep red, but some people have been adding far red, near-uv, and different blues to modify the spectrum even further.
For a veg light you'd want something in the 4000k range.

I came across this, and thought it was nice. I have used blurple many years ago, and while it didn't give me the mass I was hoping for, the plants were healthy at the very least.

You could, because of the low price, buy one and supplement it with a couple CFLs you might have lying around. At least for vegging too about the size of a large grapefruit.

Blurples are ok, but this one looks cheap and underpowered. Your seedlings would be anemic looking, and they'd stretch like crazy. "Full-spectrum" white LEDs are indeed the coming thing, and I'm even old-school af still rocking metal halide for vegging; these plants LOVE being blasted with lots of light. Blurples advertise a big game, and they're great, but full-spectrum and wide spectrum is where it's at.
If you're on a budget, a homebrew CFL rig with 6500K lighting would be more bang for the buck than this contraption.

It's best to have a customized integrated pest management system in place. One component of this could be a weekly spraying of neem oil. A few other examples are companion planting, controlled releases of predatory bugs/mites, sticky traps, or as phychotron suggested, environmental control. Seal up the space, filter your intake and provide plenty of air circulation.
Never work in your space with dirty clothes. If you have an outdoor garden, tend to your indoor garden first. Don't accept plants from other people's gardens, and don't move plants from outdoors to indoors.
