I will be trying to grow 6 plants in a 5'4'x5' tent, I already have a 400w HPS for flowering, what should I go with for veg stage?

The resident LED guru phychotron would always recommend advance LED. You don't wamt to cheap out when it comes to LEDs.

For veg you don't need as much light requirements. I'm on to making my own LED's now. Its much more practical and cost effective.
You'd probably want at least 3-400w of LED's but you have to consider how to spread those out evenly, getting the right size fixture for the area, or multiple fixtures to spread the light out.

I would suggest, as you already have a 400W ballast, check to see if it's dual purpose (MH & HPS). If so, just use a 400W MH bulb and get the most out of the ballast and reflector you already own. Put your saved money into something else.

I have the same size room 4x5 and use a 400 MH for veg and add a 400 HPS for flowering. Rule of thumb 40 watts per square foot for flowering 4x5=20 square feet times 40 watts equals 800watts of lighting.

It doesn't, but I see they make conversion bulbs, are those any good?

Sorry, I can't help you on the subject of conversion bulbs as I've never used one. 
Try the search engine here and see if there's any info on conversion bulbs. Google if that doesn't work. I'm fortunate where I live. When I need that info I can get it from my local hydroponic supplier. If I can remember, I'll see what I can dig out of them on conversion bulbs. Don't hold your breath though, I smoke my own product.

I run 2 - 1000w over my hydro setup, I run MH during veg and switch out the bulbs to HPS for flowering then adjust my timers accordingly. 
400w will do well in that size area

I went out and bought a mh conversion bulb, I'll let you guys know how it works out

Just run HPS the whole way through. There's absolutely no need to get a dedicated blue spectrum bulb/light if you are doing a grow this small. You can veg with HPS just fine.

Too late, I went and setup myself up a dedicated veg tent, it's 3x3 with a 600w viparspectra
