What to do from now

Looks healthy to me, am I right? Is this what a healthy plant looks like?

Was thinking should be transplanted into big pot with more soil now?
Also is the choice of soil good?

How does one go from here?

let the soil dry up a little, u don't want it super soaked doing a transplant. Squeeze your edges of that container, put ur hand over the dirt with plant between your fingers, tip upside down, it falls out, don't let roots break due to clumps of dirt falling. stunt your growth that way. put in your bigger container. transplants are easy

Doesn't appear to be ready for a transplant yet to me.
Are the roots even visible at  the drain holes yet?
Also what kind of soil is that?
Doubt anyone can just look at a picture and tell how good of a choice you made on your soil.

Yes, taken from outside, same soil that garden vegetables grow on.

Plant kept on windowsill in the sun.

Don't replant until she gets some size to her. Your goal is to outgrow each pot not transplant before things even get goin..
The soil could prob use some aeration if it is tightly compact outdoor soil. When yiu do transplant ejther mix a ton of perljte with the soil. Or buy some well amended soil...

The pot was tiny and soil level was only 1 inch, has been transplanted to much larger pot, this time with some bagged compost mixed into the soil, the soil looks much better, less of a chunk of mud anymore. the soil is the same stuff that garden vegetables grow from.

Your going to need to ad drainage cause cannabis in not a garden vegetable and it's needs are totally different. First off going by your pic compost isn't a bad idea but you need to ad perlite to that soil to improve the drainage or your pretty much wasting your time.

These are what normal seedlings about the same age as yours look like with the right soil and nutrient requirements.

The pot that it has been transplanted to has drainage holes at the bottom, is perlite absolutely necessary?

If the soil looks like the stuff in the top pic I would say that yes the perlite is needed. The least I'd do with that soil is 3 parts soil and 1 to 2 parts perlite.
Now I'm not saying the plant won't grow in that soil but if it stays like it is I'm willing to bet you loose at least 50% to 60% of your yield.

It has been transplanted to like a 3 parts same soil, 1 part bagged compost maybe a bit bore, and the soil actually has food scraps compost in it.

Will the added bagged compost up it's game without perlite?

Compost is generally more aerated than other(what your using) soil. And will help.
But I think mag recommended more for a reasn.
As stated cannabis roots take lots of aeration,.

It died, the owner of the plant is clueless.
