yes, in fact it's almost necessary. Otherwise you'll most likely end up with drainage issues. It's not a requirement, but, you're much better off using it then not.

no point, it needs to be mixed in with the soil....

does pro-mix say if it contains perlite?
and yeah you mix perlite throughly with your soil/coco/whatever..
just don't toss it on the top or something.
