i was told u can have 1k watts per bedrooms you have in your house, without much suspicion
SO with 3 bedrooms ... 3-4k should be safe ....

more bedrooms (more people) = bigger house = more power consumption. a 5 person family uses tons of hydro compared a 2 person family (smaller house).
Not sure if that makes sense.... im ripped.
If u have Massive yard u could use a huge generator for ur power

Well, do you have a garage or shed? Anywhere you could be doing welding? That takes TONS of power to run. If you don't use much power in the house, you should be fine to use upwards of 5-7kw an hour without raising suspicion. At least IMO. Most people leave their tv on all the time. If its big, its gonna be close to a thouie, if not more. And a computer with monitor, that's close to a thousand watts too, and they are often left on all day. Most people use indandescent bulbs, and switching to CFL's will halve that load there. Is this house going to be solely for growing, or are you gonna throw up some lights in just one spare room?
But you did say its a townhouse, didn't you? Are there others closeby? You're going to want some serious odor control for harvest times. Cutting up all that fresh herb puts off such a smell into the air. My first harvest. I was in-town. I could smell it down the block before I even turned onto my street! Lol
