actually, real time can be determined by longitude, not time zones. time zones are determined by longitude.
for example: at 0 degrees long time zones start (greenwich mean time). now at 9 degrees west, it technically is the same time zone, however, being slightly further west, it is not the exact same time as it is at 0 degrees. therefore, it IS true that it is always 4:20 somewhere, because even though it may not be so in the "time zone", it IS so somewhere INSIDE the time zone.
