So iv'e been looking through the internet for a while now only to find that 250W hps systems are much more expensive than 400w hps/mh systems with cooling tubed. =(
Can someone drop me a link to a site that would sell cheap 250w hps/mh with cooling tubes? Can't find them no were.

Sometimes some shops do package deals where they include a ballast + bulb + reflector - but the content of that package is usually up to them; thus, it may be worthwhile to try to find the parts on their own at the cheapest prices.
Also I'm not sure what you've already found and I'm not sure what continent you're on, but there are some nice shops in Germany I've ordered from in the past:

In these two stores you will not find 250watt systems are more expensive than 400watt systems .
Over on the U.S. side I don't have much experience. But I did notice on HTGsupply ballast prices for 250 - 400 watt setups were identical - and diy kits are only 68$.

Which note only is cheap, but it should give you more reason to spend dollar or two extra for a better and more powerful light.

Hurrah, iv'e just went on and bought myself the 400 watt hps/mh apollo light system. It should ship in a couple of days.
