 Paraphernalia Question

So my uncle just called me and said that the he was delivering his load (military base)
and an Officer asked him if he "does drugs" he said no and long story short he got cited for a pipe he had and I think he also got cited for half a gram of spice. The pipe had 0 THC residue on it and the Officer said the "pipe came back positive for THC" (I guess he tested the resin) anyways does anyone know how much a ticket is for paraphernalia? I know an ounce or less of bud is a 100 dollar ticket but he was on federal land so I don't know.
I should note the Officer told him that the DA will decide if he gets the ticket or not.
Anyone wanna chime in on the situation?

So he isnt in the military?
If he is a civilian then he will likely just get a ticket
If he is military he will be in military court and be articled
|
