Underwatering is probably the least of his problems, while it is contributing.
Tap water would be fine, just not rain water.

You will find out if your going to grow , your going to need a ph tester. Im pour but I splurged and got one it makes life so much easier.

They do have water coming out the bottom onto the tray and they stay damp for quite a while, how much more should I be feeding them I thought i was overwatering D;

to be honest i dont care how shit my buds are now, i already fucked that large plant up so whatever i get from it ill be happy with it, whether its nothing or something i learnt a shitload and thats what matters. ill def get a ph tester once the big one is out of the tent and I can trying grow something good

Okay, you never answered how big your container actually is.
If it's dry and you water it, then the water can run right past the soil and out of the container, so that's not a good indicator at all, even though people recommend that all the time 
I go by volume of the container. So if I have a 5 gallon bucket of soil I always water a minimum of 3 gallons of water. Give it one gallon, let it sit an hour, then repeat each hour. This makes sure that the soil gets completely saturated.
Then wait for the soil to dry out before repeating. But as was said before you have a soil that has time released fertilizer in it and have been adding fertilizer on top of that.

It's one of the ops previous threads where he states he has a 10 liter pot and hawk tells the op to give it at leat 8 liters of water per watering.

Its actually about a 2gal pot, so 7 litre pot, I feed it about 3 litres per day, meh im trying. Ive stopped nutes which was obviously the issue.
