First time grow

I have a plant a month na half old and it's still only a foot tall but has about 20 hairs on it is this normal? So my question is can a plant bud while it's small? Wont the buds be small though

A plant can flower at any size, of how big it is will determine how big the buds will be. Judging by your other posts you are in flowering. You have the light schedule on 12/12. Why are you confused about it flowering when you have already stated in other posts that you are trying to get it to flower?
