I been noticing water on top of my leaves i have my cfls 3inches away wat causes this and is it really good or bad????

Could be condensation? How humid is it in your grow area?
I'm not sure what causing it, but I know water on the leafs generally isn't a good thing. I've heard it can work as a magnifying glass and burn your leafs. I'm not sure how true that is, but its not too much work to keep it off so I do.
Even when foliar feeding, I think you're supposed to spray underneath.

I try and keep my room im the 70 range wit a small fan blowing towards the corner for air circulation if it gets to cold i put a towel over the air vent and the humidy is low i have claw leaves looks like a nitrogen or phorush problem im using miracle grow potting with time rrlease which will chamge next grow i syarted to flower 5 days ago but not showing the sign yet does switching the lighlight cycle sloe down the grow?????
