35w-70w hps?

want to start a low wattage grow with 35-70 watts in lighting found some cheap ballasts http://www.prolighting.com/ballasts-hid-ballasts-high-pressure-sodium-ballasts.html 

now none of the bulbs are designed specificly for growing, so should I just go with the most lumens I can find and asume it has more growing power than the rest. 70w seems to be more efficient 80-85 lumens per watt compared to 50-60 for 35w and 70 or so for 50w. http://1000bulbs.com/category/70-watt-high-pressure-sodium-lamps/    the 3rd one down the philips bulb seems to be the best 6800 (initial) lumens (what are initial lumens?) and it has 2100k colour but its mogul base, the 5th one down is medium base. I'm probably gonna use a clip on work light thing http://www.walmart.com/ip/Bayco-10.5-Brooder-Clamp-Light/14003468  is painting the reflector white gonna be better than using it as is? and how close should a 70w bulb be to the plants and what kind of area will the light cover, I only have a 3 foot by 1.5 foot area and with fans and carbon scrubber about 1.5 by 1.5 for plants if i do go with the 35w will it cover this area

Don't even bother with a 35W. 50W should theoretically cover about a sq ft so I wouldn't go any lower than the 70W in your space - 150W would be better - and I'd be tempted to look at CFLs or LEDs so as to have more control over the light spectrum.

so since the hps bulbs under 150w aren't designed for growing they're not going to have the same spectrum as the grow bulbs. Would cfls really be better in this case maybe a 26w 2700k and a 26w 6000k would that be better than a 50w hps. what about a 35w hps and a 35w mh to cover a broader spectrum?
