 Marijuana Tax Stamps

I've been reading about US State Marijuana Tax Stamps for the past hour or so. I still don't get it.
So the Government, as a means to further suppress marijuana possession and cultivation in the war on drugs, introduce tax stamps for Marijuana.
The idea is that guys who posses or cultivate marijuana come forth and buy these stamps. In doing so, the government deviously gets smokers into paying big taxes and therefore getting them to become discouraged from Marijuana, because of how much money they spent on the taxes.
However, buying these stamps does not make the drug legal and if your caught with Marijuana, even if it has a tax stamp.... your still going to jail.
How does this make any fucking sense?
I mean I understand that, if you get caught, and your shit does not have a tax stamp, you get an even higher penalty (hence the incentive to buy the stamps) - but I mean regardless of this, how can a government tax a person for acquiring something that the government would throw them in jail for acquiring?
Not only that but I was looking at some of these stamps, and the receipts. They record your name, address and all that stuff and then the clerk probably says something like - DONT WORRY!!! YOUR HOUSE WONT BE RAIDED!!!
What bullshit is this? This is like a con! The US Government wants you to pay money and in doing so, reveal your name, address and that you possibly posses or cultivate marijuana, which the US Government would throw you in jail for!! 
Furthermore, the strange expectation that law breakers will abide by the law is just the least to say.... insane.
I feel like I'm taking crazy pills here!

what will really fuck you up is that federal marijuana tax stamps were found unconstitutional because they are a form of self incrimination, and being charged for tax crimes without them is a form of double jeopardy.

that was law they had back in the 30's or some shit i think. i saw it on the history channel one time. back when they thought weed made people kill other people n shit. you had to have the weed to get the stamp, therefore breaking the law, and they would arrest you. totally pointless argument, doesn't matter, government sucks. ftw!

yeah the law is not currently on the books it was basically a way to get around the fact that the constitution does not grant the federal government the power to make a plant illegal.
It does grant the power to levy taxes though, so by requiring a tax to be paid that was impossible to pay they effectively outlawed weed.
later when this was shown to be bogus legislation the federal government got around the fact that the constitution does not give them the right to outlaw a plant by ignoring the constitution.

yeah, its somewhat annon. like in Tennessee, but you still have to drive there (usually a building attached to a court room, or police station,) and ask for them. Which risks being seen, and having people talk about you leading to a general admission IMO.
