planning to utilize a 4" vortex with 172 CFM.  It is of course an AC motor that plugs directly into the wall outlet.  I was wondering what's the deal with the fan control issue?  I assume the fan could simply run at full power all the time...is there something wrong with this assumption?

Please enlighten me, I know nothing of this matter.

Vortex fans run at full power when they are plugged into the wall, that is how they are designed to operate. The problem is that not everyone needs to use the fan at full capacity or in many cases they are just too loud. Any inline duct fan like this is going to produce a noticeable amount of noise ("like a jet engine") because of the amount of air they move. If stealth is an issue, fan speed control is imperative, if not, just plug her in and let her run.
