do i build that at the colony or my home base? i'm sure i'll figure that out when my research is done but damn i am impatient and like to plan ahead

you need one at each of your towns. its like a government pretty much. it keeps corruption out and allows you to keep expanding.
aka level 1 palace= 1 town
level 2= 2 towns
level 3= 3 towns
ect....
The palace gets quite expensive to expand. Right now its taking me 190,000 lumber, 88,000 wine, 88,000 crystal, and 150,000 marble

no problem. Im going through a slow period anyways. Im just waiting for my own resources to accumulate
I need to finish expanding 4 of my 5 towns, then work at getting that 6th one.

can gold be looted? what about cargo ships?
i'm thinking about buying another cargo ship if it can't be looted just because i have some extra gold.

gold can be looted, yes.
ships and buildings cant. at least not cargo ships. and buying cargo ships earns you points. any upgrade earns points.
make sure you build up a strong wall for defense also!
