Rasta is a style. So yeah it can re(e)fer to a black guy with dreads and a beanie cap. But it also covers anything that's heavily Jamaican. The green, yellow, red and black are the colours of the Jamaican flag and the colours most Rastas wear.
Like Skater can refer to a person or the style.
