I know you can change the title once its been posted but that doesn't change the title on the forums/postlist
Can this be done ?
Just for example I made a thread intitled"yo m3kgt !1 " to get the attention of him because I couldn't PM him Now I would like to have to power to change the title to just Yo!1 ...
Is that possible ?

You have to edit the first post in the thread (this one). It won't change the title of any replies, but it will change how it's displayed on the post list.
