 building new grow and flower room. looking for input

hey all, well im final upgradeing my grow tent to two rooms. going from my old 6.5x.6.5x6.5 to grow room of 11x7 and a flower room of 14x11.
now im prity much just more trying ot figure out litting and how big of an ac unit ill need,.
with being legal patient and care giver i can have 12 growing and 24 flowering
i want to get on a 12 week rotation of 2 in 2 out every week of the flower room.
for the grow room i was thinking ill go with (2) 400 watt mh to start plants under (1) 600 mh watt light and (1) 1000 mh watt light. so figured ill rotate between all the lights between 3 weeks under each light.
for flower room 11x14 feet
was thinking (6) 1000 hps DE lights. then i was thinking of adding (9) 400 mh lights to get more full blance spectrum . or would i be better off with (6) 600watt mh? i was thinking that with the (9) 400 watt lights i would be getting more blanced blue light coverage all over the plants then i would with the (6) 600watt. and i also was thinking with the 400 watts i would not be over powering the hps and more complementing them. and not over cooking the plants with to much light.
now the big prob is about how big of a ac mini split system would i need?
now i had to thoughts... either just one really big mini split in the flower room. then use a couple inline fans to move hot air from top of the grow room into the flower room then inline fans on the bottm of the flower room to pull the cold air in the grow room.
or i can get a big ac system with two mini split wall units wich will cost alot more im guessing and have one in each room.
im also thinking about throwing in a co2 burner in the flower room. about how big of a unit would i need for a 11x14 room with up to 18-24 plants

As far as the lighting goes I would find a way to assemble and leave it, start messing with lighting schedule , and ur gonna have a bad time as far as split system ac yeah that's dope but just go with whats cheap and assessible. http://i.kinja-img.com/gawker-media/image/upload/s--lN9TB27x--/18d8lwpd2st6ijpg.jpg

Well not to come across as a jerk but that really did not answer anything of what I was asking

I like going with the 9 400s also as long as they provide the penetration you need. Doesn't help a whole lot to have a balanced spectrum for the first 6 inches of the canopy.
I'll be honest with ya I use to run both lights in flowering then tried just the hps and there was no difference in the overall yield buuuut that can change from strain to strain.
