White "Water Stains" On my leaves

Hey everyone, First time grower here the title pretty much says it all. I noticed some white looking watery spots on the leaves of my Black Jack and my Incredible Bulk It doesn't really look like white powder mold (at least not on the IB). These pictures were taken a day after the plants were sprayed with neem oil and they're currently in the Veg state. I can't really think of much else to say but any help would be lovely~!~!

There's a form above you should fill out if you want any meaningful help. Sure looks like PM on that first picture. If nothing else, spraying alkaline water along with nasty ass neem on your leaves isn't making them happy...

Are you splashing water on it that contains fertilizer or something else? If not then possibly slugs or snails. Although it looks to be in the shape of droplets to me. If so, simply dont drop water on them

My apologies I've been medicating. They're Outdoor plants just so everyone knows (And 1. Are you growing from seed or clones? Both the Black Jack is a Clone and the Incredible Bulk is a Seed 2. How old are your plants? Incredible Bulk: 37 days old (thats the date the seed was planted) As for the Black Jack I don't know the Exact Age as it's a clone I bought from the dispensary but we purchased her on the 15th of April 3. How tall are your plants? Incredible Bulk: 15 inches Black Jack: 10 Inches 4. What size containers are they planted in? Incredible Bulk: 40 Gallon Fabric Pot Black Jack: 5 Gallon Fabric 5. What is your soil mix? For soil We started with Emerald Triangle Blend: Recipe 420 potting soil (30-35% Aged forest Products,Coir, sphagnum peat moss, pumice, earthworm castings, feather meal, seabird guano, crab meal, bat guano, fish bone meal, kelp meal, gypsum and humic acid from leonardite. Oyster shell lime and dolomite lime, and Yucca shidegera saponin [to help re moisten the product]
From there we used a bag of FoxFarm Ocean Forest Composted forest humus, sphagnum peat moss, pacific northwest sea-going fish emulsion, crab meal, shrimp meal, earthworm castings, sandy loam, perlite, fossilized bat guano, granite dust, Norwegian kelp meal, Oyster shell
with the exception of some added Cow and Chicken Manure and a hand full or two of Orchard brand Potting soil this is where Blackjacks soil quest ends
Incredible Bulk Continues with A combination of Cow and chicken manure, Kellog's Raised bed potting soil, and Orchards brand potting soil with a few hand fulls of perlite. 6. How often do you water and what type of water do you use and how much do you give per watering? I water both roughly twice a week depending on the weather, Lately it's been warmer so closer to twice a week. Enough to saturate the soil while maintaining a decent flow out of the bottom. As for quantity it's eyeballed so an exact estimate is hard. 7. What is the pH of your water? between 7 and 8 as It's tap/hose water 8. What kind of fertilizer do you use and what is its NPK ratio? the Kellog's has a total NPK of .50% Nitrogen: .30% Phosphorus: .10% Potassium: .10% It also has Iron: .10% Cow Manure Chicken Manure 9. Do you foliar feed or spray your plants with anything? I've never Foliar fed anything to my plants and other then the Neem oil No 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") The Sun Note: The plants sit in a location where they get full sun for 14-15 hours 11. How close are your lights to the plants? 92,960,000 miles away (It's the sun) 12. What size is your grow space in square feet? The Square Footage is 20.89 ft2 13. What is the temperature and humidity in your grow space? today it was 79 with humidity around 35% 14. What is the pH of the soil? 15. Have you noticed any insect activity in your grow space? Ladybugs, a few spiders that I've removed from the plants themselves, the occasional fly 16. How much experience do you have growing? I have a little over a month of growing experience

Wait. You removed spiders and lady bugs from your plants, and sprayed them with nasty ass neem? I think you actually do have some Powdery Mildew on that one picture, and that's not good. At all. It's going to spread to the bulk and that's not good. Once it starts showing up in the leaves as powder it's fully infected your plant and now spreading out its death to others spores, and that's not good.
At all.
If you are watering in the evening and the plants stay wet overnight with your nasty alkaline water in particular and if you get the leaves wet that's not good at all either.
Or if you are out spraying neem on them with the blazing hot mid day sun even over 90 million miles away that's really not good at all either.
The time to spray shit on your plants is never, the time to water is in the morning. You should get some pH down and an accurate means of checking, guessing at "pH 7-8 it comes out of the faucet" isn't a good answer.

I had spider mites on a lemon tree that dropped little web patches that looked kind of like that. Only those look like just the edges of what I had. well if you touch it you can probably determine if it's not spider webs or not. they would accumulate different than some residue left by liquid. I dunno it just feels like something insect related to me, but I'm basing that on very little experience =)
