Let's say someone grows a plant starting in February 1, they keep it under the light for 24hrs a day until March then drop it down gradually over the month to 14 hrs. Would this plant continue to veg normally if put outside in April? Does that make sense?

Yeah. it may start to flower with the light reduction tho. Some plants flower with the slightest triggers when age is included. You can observe this more with clones, as if the plant remembers how old it is overall. Should be fine once you get it outside since the days duration will be on the increase

Yea I've read that some plants will flower with 8-9 hours of dark, which probably depends on the strain and is probably only a few. so you may want to keep the hours of light higher than lower if you're concerned about them going into flower. Though if it did start flowering it would probably just go back into veg once outside. Shouldn't be an issue to keep it under a normal veg cycle indoors and then just put it outside without a gradual light adjustment.
