Stems bending

I planted five seeds in pro mix and the seedlings have thick stems, are healthy, and the leaves are growing fast. They are really tall though (3 inches), and a couple of the stems are bending sideways , supporting themselves in the air. Should I put dirt around the stems? I did start a fan just now to strengthen them.

Last part. I am planning on moving them to a 1000 watt HPS as soon as possible. When can I do this without risking burning them?

You can put them under it now.  They just need to be far enough away from it.  Start at about 2 feet

I would put dirt around the stems because it will help support the plant. I usually cover the stem all the way to the first set of leaves and it helps alot since i cant have really tall plants. I run a 1k watt hps and I would keep them 2 feet or so away like Hawks said. The earlier you can get them adjusted to the hps light, the better off you will be.
