Got a coupe 40 watt, 2800 lumens energy saver bulbs and a 2150 lumens one all daylight light, not soft white. How many lumens do you need per plant? is there a standard of somekind?

If you're using CFL's you need roughly 7000-7500 lumens/sq ft or they're going to stretch like crazy.

You really need to switch to HPS for flowering, 70-80 watts per sq ft is what is usually recommended.

I dont know... I have just over 3k(usually around 2k) lumens for veg on 5-6 plants at a time In a 12 x 18"ish space and I've been worried my plants aren't stretching enough. After about a month they are only 2 1/2 - 3 inches high. I do keep the lights very close though and with more lumens you could cover more space.

The point is that I think you can get away with what you got, with minimum stretch. at least for veg.
