Uh rolling papers or regular paper?
If they are colored rolling papers I woukd say no as they are meant for smoking. If its normal paper I would say yes as the dye could be toxic.

I am pretty sure that all colored paper made in the USA is from non-toxic dye due to regulations. Not sure about elsewhere. Pretty sure they are only considered non-toxic if eaten. Who knows if smoked...

I just usually rip piece of the rolling paper box off and use that as a crutch...you shouldn't be smoking it down that far anyway, thats the whole point of using it. Once you hit the cardboard put it out and you're fine. One accidental pull of some printed paper isn't gonna kill ya. If you're that concerned, I think RAW makes some pre made tips. I know Cypress Hill trys pushing those "phunky feel tips" which are made of glass.

I rarely use tips, but when I do I just open my cigarettes and rip off that tittle extra flap on the flip-top. It works perfect for me.
I've never use thee Raw ones, but I'm sure they're great like everything else from Raw.

Yah i used a crutch when i first started smoking and thought everyone used them lol
It did seem to hit a little better, but that was because i rolled like shit and it was letting air though i guess. Now that im good at rolling i dont even notice a difference anymore (IE its easy to take a draw with no crutch), so i just roll with no crutch.
