If you have your own place and a fairly decent size garden (and some of us here do) you can use the heat from your lights to heat your house. I didn't have to turn on the heat and we got down to 16f.

I vent half my reflectors into my veg room and the rest into my kitchen/living room area. It works well for me.
it's less than 10 degrees right now out my way. I fucking hate growing in the winter months.

I'm the other way around. I like growing in the winter better. I'm in Cali where we have the best outdoor growing for weed on the planet so looking at a indoor garden while the property is getting blasted by sun that is way better light then we can ever do indoors is a pain in the ass.
Now going and looking at a indoor garden and all the nice temps and bright light when there is snow all over the ground is pretty fucking cool.
