Quick Fix Syn. Urine Question

okay there are like 5 states that Quick Fix (Synthetic Urine) wont ship to, one of them being Illinois, which is where my friend lives. He just texted me a pic of his new bottle of fake pee that they sent him lol. wtf? could he have possibly bought it from a 3rd party business or something? because the quickfix.com website wont ship it to Illinois...yet he just got some in the mail...
