Seedlings and low temps

What is the lowest temperature you want you seedlings to be exposed to.. at sprouting, and say 3"... 6"... and 12"???

60 Fahrenheit is around the lowest you should go. And at that temp growth will be slowed. I wouldn't personally go lower than 70.
